4. Prepare Gravy: In the same skillet, whisk together 1 cup milk and ยผ cup flour until smooth. Gradually add the remaining 1 cup milk, stirring until the gravy thickens. Season if needed.

- Place the browned patties on top.
- Add the remaining potatoes and onions over the patties.

- Remove the foil.
- Sprinkle 1 cup shredded cheddar cheese over the top.
